As someone who uses TOR, no, you don't just get ads for CP. TOR in itself is like any other browser software like Chrome or Firefox. What makes it unique other than the anonymity is the fact that you can access blocked sites. This means that the troll was most likely on some trolling site where she found links to CP and decided that spreading it would totally make her an epic troll. She knew what she was doing.
