Jace explained it as being homeschooling, but more of a church thing than him being all alone taught by gail.

So it's quite possible that there were others being "homeschooled" along with him. I also got the impression it wasn't for all subjects, just those which their church deemed unsavory, so he still attended some classes at school.

I recall him complaining that he didn't have any friends as a child because he was homeschooled instead of attending a public school. Like, at all. Until high school, I guess.
