it's not a "method" that "can be used for fraud"

it's the observation that real world numbers tend to follow a certain pattern when it comes to relative frequency of first digit numbers. all it does is say "this set of numbers is likely to be from real world sources" or "this set of numbers is likely of artificial origin", that's all
