Are you actually retarded? Argonaut sold the IP to Nintendo as part of the publishing deal.

Mario Kart Tour is officially ending service on September 29th. That's seven years after it released, four years after they changed the way MTXs work due to lawsuits, and three years after they stopped actively developing the game. Sale of in-game currencies and premium subscriptions have also ended but players can still continue receiving benefits from the latter if they renewed before today and all players will receive these benefits in August. Oh, and Nintendo said that there are no plans for an offline version of the app.

I gotta say, I enjoyed Tour up until people started to get sweaty and it became more and more of a "pay-to-do-better" game. At least a good chunk of the track in the game are in 8 Deluxe's Booster Course pass.
