Hard blast with water if theres only a few, knock off as many as possible as often as possible. Neem oil if there's a proper infestation.

Are they across all plants or just one? If it's just one, maybe sacrifice it. Let it be the host plant. Plant some marigolds or calendulas and hope they move over to it (they love them).

Dish soap and water in a spray bottle could work, also doesn't poison your peppers and keeps them able for human consumption.
