This frustrates me because the abtract claims to want to help people identifying the dogwhistles people put in memes while also going out of their way to make it so their "ethically modified memes" are unrecognizable from the genuine article and by this are actually making people less capable of seeing the dogwhistle.
Not to mention it's just 30 pages of pseudointellectual self sucking, they're talking about memes as if it's some sorta brain hacking tool, when it could be just "what if people connect better with humor?"
Also it's pretty damn easy to tell when a meme is racist this is just wasting more fucking tax money on stupid bullshit.

The chiobu part was speculation because he's been the biggest pay piggy as of late, and likely the only person who had that much money still left in a chargeback window, and also he recently dipped from the site. He's the obvious suspect; if it was the man himself, I'd believe him but I don't think that he's a MATI viewer. In Space, Starlink (and Amazon Kuiper/Leo) are designed around OISL crosslinks, which (insert adverb here that makes this statement speculative) means you can flag a terminal ID or geofence all terminals in an area such that they'd no longer pipe by-default to the closest Starlink Gateway/PoP (Amazon AGSU/KPOP) and instead use those crosslinks to route entirely through a higher-altitude dedicated shell of satellites, downlink in a speech-friendly country, hit a specific IXP, and then either get dumped on the Internet or into whatever co-located corporate network exists there. Starlink sells this service at a premium to Fintech because it's faster to shoot a laser to space than it is to utilize undersea cables and miles of fibre to execute trades, but there are absolutely privacy-forward companies that are gearing up to white-label and resell this service.
Musk can be principled if he so chooses, and force Europe to jam his satellites and send out roaming spectrum enforcement vans to DF people via Poynting arrays (pics of FCC version of this attached). This is extremely cost inefficient for Ka terminals and could be made harder with some simple Az/El parameter changes pushed to user terminals in areas of concern. But it will catch *someone* and be a scare tactic nonetheless. Though Musk may hesitate to push for this in the first place because it could questionably interfere with his Starshield obligations to various World governments, and he would need the US Government to back him (which they should do because satellite jamming is absolutely an act of war).
When countries "ban" Starlink, what they're really doing is threatening to jam every satellite as it passes overhead unless they're turned off. For Starlink's thousands of satellites... no country wants to do that (and I'd imagine only USA/Russia/China are actually capable of doing it). Most of Musk's recent changes around mobile terminals and placing limits on users is to placate European countries who want to limit American influence over their country's Internet traffic and to placate African countries who want to extort SpaceX (and the ITU) for money. The only places where Starlink is actually being jammed are limited to warzones (Ukraine/Iran), and they self-disable over Russia/China and the ~5 countries which the US sanctions (NK, Cuba, etc.).
I think you can disagree with me here, but I see many on-network ways to circumvent where they'd implement their blocks/DP-Inspection points, which are even reasonably cost-effective for John Europoor. It's that any company offering a network bypass at scale would immediately be a target of the regime and make enforcement efforts against their customers possible/easier. No service provider (or internet gossip forum) is principled enough to keep zero logs and obfuscate user/customer information enough to protect the 100IQ retard. Solving this issue is somewhat trivial for a single person/connection, it's scaling that becomes infeasible.

If you're looking at Starlink to bypass local wires, you'll want to look up where your nearest ground station is at. There's over 170 ground stations and you may be closer to one than you think. The ground station that Starl.ink in my area connects to is in the same state, so it probably doesn't bypass federal (and likely soon to be state) internet monitoring.

That Wikipedia summary is extremely editorialized and belies the (accurate) information that's written just below the table. It began as a riot but ended as a massacre. As you might expect, what happened is more complicated than it's made out to be, but that event is not where the term Juneteenth comes from.
