Hopium take: It instructs regulators to look into "politicized or unlawful debanking" by "banks". We don't know the exact wording but it's expected to be signed tomorrow. Even if it's futile, Josh should send letters to all of these regulators (again probably) asking them to investigate his situation, referencing the new executive order. Maybe use Hardin or USIPS for the letters.
