I did a reverse search on the hunch that the style of art was based on antiquated sailor tattoos, and not only is that likely based on the other art where you find these weird tigers, but you'll also find this:

One sounds like a reasonable approach and the other a bs listicle.
For me, an obvious issue is that canine intelligence has a wide range. If it's a Border Collie against a Cow that's one thing. If it's a pitbull I mean that's just the final indignity. But if they find a popular dog breed that's in the middle I'd consider that fair. Just looking through the former I see no distinctions about that.
