I vehemently contest the notion that they are requiring him to be on psych meds yet. It’s very early on in his case for them to require that. It’s usually a last chance issue where his continual violations lead them to offer him discharge from the court program or mandated med compliance.

That takes a good deal more than a community court to mandate medications,unless it’s simply pursuant to staying in the program, but even for that, I doubt he is there yet. in most states, game animals (fur-bearing, fowl, fish, et c animals that are not nuisance or pest animals basically) are considered communal state property and belong to the people of the state as a whole. this means they are subject to bag limits, tag requirements, and you must have a valid hunter's license for that specific game.

this is also true regardless if the animal is found on private property or state property.

the few states that do not do this are often specific to certain animals or other restrictions like land use permits or zoning ordinances. Idaho, for example requires the parcel to be zoned as "hunting land", while California requires the owner to obtain a specific land-use permit for hunting that has varies attachments regarding land management in order to be legal. this is to prevent "farming" hunting animals, or wiping out entire populations or letting land fall into disrepair, et c as well as help pay for various state wildlife conservation efforts.

it's often a hefty fine to break these laws, and in some cases, a felony (migratory birds, certain protected species, et c).
