It seems to be from some sort of contest. Considering he didn't brag about it among his many epic accomplishments, he lost.

It's honestly quite amusing to see the lack of effort put into this P.S.A. in comparison to the other entries. Also, is it just me, or does his stupid-voice sound more like a bad Austrian accent attempt?
