I was working on the assumption that his mother wouldn't press charges on joyriding. It wouldn't likely stick for a GTA charge as he was almost certainly planning to return the car, and GTA requires intent to permanently deprive the victim.

I'm pretty sure he had his license revoked for his felony charge. It seems highly doubtful he got his license back (Just try and imagine The Commander in his current state taking the test alone, probation not withstanding). The very fact that he was driving at all is going to be an issue. So unless Gail covers for him and claims it was her fault, he could be in some trouble.
