On a more serious note, the mindset that everyone is either a victim or a victimizer based entirely on age is just dumb. Maturity isn't a rigid state defined by age; every individual matures at a different rate. Lack of maturity is a defining trait for many 'cows, in fact.
 
Normally it's a bit odd but there are certain reasons where it's more understandable, like if someone with autism like Chris were to hang out with Waterman even though there's a bit of an age difference because autistic people are generally emotionally immature.

Although not all autistic people are as immature as Chris and when you see the likes of Kengle there is something a little off with how he tries to befriend lolcows much younger than him so I guess it's a thing you have to judge on an individual basis.

Depends on the 14 year old, and also on Kengle. Kengle might be eccentric but he's not malicious - he's not going to rape anyone.
If I was scrolling through my kid's contact list and saw this

To be honest I don't know much about Kengle and nothing about that particular person but he seems more pathetic than creepy, generally though I don't think it's a good idea for a 14 year old to have unfiltered access to social media sites, IRC or whatever else where anyone can contact them.
