Goals have been ruled out a million times over for fouls committed before the goal was scored. It's not even that there's precedent, it's just normal and within the rules. It's nothing new unless someone only watches the sport every 4 years. A month's worth of watching the Premier League and you'll have multiple goals ruled out for fouls committed beforehand.

Technically this happened a few hundred years before Belgium formally existed as a distinct nationstate, but Spain and Belgium haven't really had beef with each other since the 16th century so this will have to do.
