Sam and Jet are discussing about this because Jet doesn't want Tay to bring TJ down into negative points, and then TJ will bring Tay into negative points, which would automatically make Shinji win. Sam wants to do it and says it will be funny to watch Tay shoot herself in the foot like that. They eventually settle on doing two transactions this round, then back to 1 transaction per round.

This is the best explanation, but no description is able to capture how bad production communicates. They literally forget their own rules, sam tries to fix them to make it more interesting, then they have to crowd source new rules.
Sam should make an executive decision on things like that, no "narrative poll" bullshit. Keep the show running and he's the only production person with a mind for entertainment.
Do the fish know that this is the complete finale? I would not doubt that communication is so bad that TJ and Shinji believe this is the challenge to determining the final 2, which is why they keep targeting Tay.

I think now that they’ve trapped them in the sunk cost fallacy they’re going as hard as possible. It would probably make it easier on them if one quit anyway. Might be taking some frustration out on them. The oiled up kettle bells were something else.
