Can someone explain what happens when you get to the gulag? I thought you were out of the game when you went there, but others are saying you can come back?

Right now there are 22 people in the gulag, including Letty and Jon.

Edit: I don't think the 22 number is accurate, I think the map is just fucking up. So far the only person I see in the gulag is Letty.

gulag is supposed to be only 2 people at a time. They engage in 1v1 combat and whoever wins gets to re-enter the game.
