The House had enough votes in order to impeach him, but the Senate acquitted him because they did not reach the 2/3rds vote. They seem to get confused by the wording used (the House impeached Bill, yes, but he wasn't actually impeached as it didn't pass the senate. That's like saying a Bill was passed and legal because the House passed it and not the Senate.)
I know people like Trump (or I would hope) are just playing it smart and using the term because most people don't know better, but damn they make the republican voters look dumb.
