Why not? The goal of human civilization should be a world where people work as little as possible for the highest quality of life possible. I could not care less if some people on food stamps want to be happy sitting around eating treats if the vast majority of people on benefits are using that to ensure they can work jobs I don't want to work without starving, or feeding their kids so they have the ability to focus on school for a full day.

Because humans are more evil than they are nice. All of human history, even now, are people murdering and stealing from each other if they aren't forced to work.
