Kuvira was a genuinely good villain up until the point where she went full retard with the mech. I liked her whole conquering warlord cum stateswoman thing she had going on.

Korra villains all had theoretic potential until the writers cucked out by making them retarded so that Korra wouldn't have to actually make a moral choice on the matter (except the spirit realm connection which is her only and objectively worst choice).

Kuvira had the most potential due to not being a mystery box and actually improving the world with rebuilding the fractured earth nation. But by this point the writers went full mental illness and even though there is literally no better altenative than forcibly uniting the earth nations than letting bandits tear areas apart, it still had to go "military bad".
