The first one "took place" in America, but the entire game looked like Iceland. It looked nothing like America at all. Very odd choice, I kinda liked it though, it reminded me of a movie that's filmed in the "wrong" country or city for tax reasons, and Kojima is basically making postmodern movies that you have some control over.

The overarching plot of the game is that Sam is "expanding the chiral network". The places you visit essentially get hooked up to the Other Side Internet. The ship can only travel to places that are connected to the Other Side Internet. Sam has to go overland to these places first.
So how does it get from the U.S to Australia in the beginning of the game if Australia has no LAN yet?
A weird structure called a plate gate emerged in Mexico. It's a portal to Australia. You go through and connect them to the Other Side Internet. Then the ship can travel there. The theory of the people in game is that by connecting all of Australia, you'll make another plate gate emerge there.
