He most likely does but doesn't understand 'why' it is bad. He only knows in simple terms that he is not allowed to do certain things because "the law" forbids it. True Chris Chan understanding of society.

There's one bodycam video of a homeless schizophrenic showing up outside a family's home and manically trying to explain to a pissed off father why he has to take his infant daughter away because she was his soul mate. Police show up to keep the guy from getting killed on the spot [unfortunately] and spend several minutes explaining to him why it's wrong to be going after 1st graders.

Dan will never understand "why" things like paedophilia are bad. He's a 6-year-old. You can't explain to a 6-year-old that if they play next to the river they could fall in and they can't swim. Their brains are not developed enough to make those sorts of risk assessments or to think that far ahead. So you just say to a 6-year-old "If you go near the river I'll kick your ass." That's something a 6-year-old can relate to. Or a dog. You can't explain to a dog why humping people's legs makes them uncomfortable or frightened. But a dog can comprehend that if it humps people's legs it will get yelled at, so it learns not to do it.
That's the level you have to deal with Daniel on. He doesn't understand the consequences of having sex with kids or jerking off to pictures of them. He doesn't get the concepts required to understand that. He doesn't get what trauma is. He doesn't get the effect his actions have on other people. He doesn't understand what society even is, let alone the destructive effect paedophilia has on it. He only understands "jerking off to kids will get me in lots of trouble". The only thing that will stop him doing anything is fear of punishment, like a toddler or a dog. And of course he'll try to get away with it if he can, because he knows he'll only suffer consequences if he gets caught. That's why he needs to be under constant supervision, because he will always be a danger to children.

A lot of his "questions" are so fucked up, the type of shit that wouldn't go through my mind in a million years. In a lot of countries his Quora account would be enough justification to place him into a psychiatric hospital for an indefinite amount of time. It took a lot more in the US for Daniel to finally be placed where he always belonged.

This is what actually got me really interested in truly insane people from a legal standpoint. The judge at Fish's trial closed the trial by basically saying "yeah your absolutely insane, you don't know where you are or recall fully what you did, but you kidnapped, tortured, raped, murdered, and ate probably a dozen kids, so we are going to fry you" Fish is also interesting, because he was competent and well put together enough to trick a family into sending initially there son, and then there daughter, to go live with a man they had met once, but was simultaneously a raging lunatic, at his execution he helped place the electrodes on his head, and when asked if he had any last words, he seemed confused and said "I don't even know why I am here" he obviously deserved it, but it's a bit grim
