I mean, yes, if you have had your face blown off, then you should be able to get reconstructive surgery. Although knowing how obsessed some people with extreme body modifications, I bet some people would mutilate themselves in order to get reconstructive surgeries that better suited their idea of beauty. Maybe by constricting it to making you look as close as possible to how you used to before the accident such cases could be avoided.
