To most people, even in his pranking days, he probably came off as juvenile and embarrassing, but they can't recognize that kind of thing.

Shark attacks are a net negative for tourism the same way people getting murdered is. There literally is a financial incentive to cover it up. Shark tourism is also popular these days and less people would be so keen to see a large shark in the wild if attacks where publicized.
