The internet is a big bunch of networks which control IP addresses globally. Once you buy public IP addresses, you need everyone to acknowledge that they are your's. This is done through the BGP(Border Gateway Protocol) you can only do this if you have a ASN(Autonomous System Number). No ASN, no public IP addresses. No public IP addresses, no way to reach your network. You can't even get there through Tor, as the exit node on their side needs an IP.
