Yes, sharks for example need to keep moving for enough oxygen rich water to flow through the gills, if their movement gets restricted somehow they die, thus drown.

If an animal is beached (shark, dolphin, etc.) They could be sick or dying. Pushing them back into the ocean could actually make them drown.

yes some sharks lack the ability to pump water over their gills, if they stop moving for a significant amount of time they drown

There are bodies of water that have extremely low dissolved oxygen, thus have no fish living in them (Wikipedia link). If a fish were to find itself in these “dead zones” they would suffocate in water.

There are also deep sea underwater lakes of brine, these lakes are extremely salty to the point it can kill animals that enter them, They aren't drowning as such but it looks like a fish going for a swim in the sea then dying.
