For the uninformed:
Your IdHSC is something like a background check. If you've seen any TV shows where law enforcement "run prints through the database" to see if those prints have been put into the system before, that's roughly what this is. You might need to do this for certain employment or licensing reasons, to prove the federal government doesn't want you for any crimes, or you haven't been linked to any crimes you didn't already disclose.
95% of the population does not give a shit about this because it doesn't affect them.
John is again talking out of his ass as caselaw has already pretty well covered what governs fingerprints (And it's all pretty much "FBI do what it want; don't commit crimes if you don't want them to have your prints. PS Also don't be suspected of crimes either.").

The FBI can get pretty much whatever it wants. Do they want fingerprints? Well, good luck avoiding it if you walk around without gloves. Do they want DNA? Best not throw away that half smoked cigarette or candy wrapper. They can get both from discarded trash. It's abandoned.

Powerful, John, this is really powerful. I too remember the time when Jesus' parents decided to be economic migrants so they crossed the American border illegally with their baby.
