As much as I hate to give Wu credit, that's not only a real word, it would fit the sentence, since it refers to an outflow of water and would be a suitable metaphor for an outpouring in the sense used in the sentence.

In American English, "effluent" is used almost exclusively to mean sewage. The word for which Flynt/Wu is incompetently grasping is " effusive" or -- much less likely because he's stupid -- "effulgent."

If Wu was even in an interview I'd like someone to mention that even the ADL stressed that the Boston rally wasn't in anyway related to C-Ville and was not a White Supremacist rally. They even disinvited the Augustus lolcow because he took part in C-Ville.
