I don't think Steam updates the game when a package upload fails but in reality I have no idea. It wouldn't make much sense to issue a new build number when nothing was changed though.

I doubt it; I'd assume no changes would be made when an upload fails. Perhaps just small changes are being made individually such as preview screenshots or the game banner?

WOW. Wasn't the iOS version only $5.99? I'd love to see the justification for that price since the PC version just has tweaked controls, probably some higher resolution textures and seizure inducing lighting.
