Its detaining people for criminal reasons on its side of the border so the US does not have to then make it their problem is, basically, a favor to US. Allowing entry into the US has nothing to do with "justice".

The US bars entry to many people who have never been convicted of a crime. The majority of people on watch ists are only there because they have a particular name or are related to other people on one list or another.

Nobody has the right to enter a foreign country. If you visit you are a guest on their terms unless something else has been agreed upon, hence the passports and the border controls.
Besides, it is in Canadas best interest that the individual suspected of multiple felonies doesn't suddenly decide to take a multiple year vacation before the trial
