Cities can work, and work well. However, you need the right population makeup for it. Let's look at some different cities to figure out what that might be.
Tokyo: Well functioning metropolis, fairly easy to get around, clean, very livable (if you can afford it, and can stand living close to 14 million people)
Beijing: Looks modern and glamorous, but with a very apparent underbelly of filth waiting around every back alley.
Johannesburg: Crime-ridden shithole.
New York: Crime-ridden shithole.
If we compare NYC and Tokyo, it's easy to say "Well, it's obvious that since Japan is 98% ethnic Japanese, so there's low crime, which makes the city better!" True, this does help, but it doesn't explain everything.
Beijing is also mostly homogeneous (something like 97% Han Chinese). But it's full of callous assholes who don't give two shits about each other (mostly because of governmental conditioning, but still). There's a reason the Chinese are called bugmen, and it's because they just don't seem to place the same value on human life as others do. They also don't give a shit about cleanliness, what with the number of people who will snot-rocket in the middle of the sidewalk or flat out piss in the nearest corner.
Inner-city Johannesburg is pretty homogeneous, but it's an absolute apocalypse-tier shithole of a city, complete with regular blackouts. But look at pretty much any city full of mostly niggers and they're all heading that way.
NYC is full of "vibrant diversity", and, predictably, is a shithole.
So it's not just a lack of niggers that's required, and Johannesburg proves it's not just a homogeneous society that does the trick. Tokyo seems to have the proper combination of not only a homogeneous, nearly nigger-free makeup, but also people who tend to care about how their actions affect others. In short, a high-trust population (which, yes, is made possible by the lack of niggers, etc.) Is it perfect? Of course not. But it seems to work quite well for them.
So imagine if we had a city in the US that was 98% white. A city where everyone had a similar ethnic background, and where everyone at least considered how their actions affected others, but with more Western individualism thrown in. That city would have a strong chance of being even better (by city metrics, anyway) than Tokyo.
And now you know why (((they))) won't allow it. Why every city in America has been pozzed to hell and back, flooded with various shades of mud, and all manner of degeneracy not only tolerated, but encouraged and celebrated. If such a city were to ever come about and show white people just what's possible, the residents would realize that (((certain parties))) are no longer necessary, and are indeed a detriment to society as a whole.
tl;dr - Cities can work, but only with a homogeneous, high-trust population. Remove either of those factors, and it's all downhill.
