The only other time he ever got close was his fake reports about visiting his mother the previous time and everybody was calling bullshit because Phil originally made it sound like absolutely nothing was wrong and he and his mother got a pizza together. If it were anyone else I'd think they were just going to abandon their belongings, but Phil kept unimportant shit in storage for ages before he got this place. He normally ebegs well in advance of events happening, too.

@Twrx says is true, then it's possible that Phil has been slowly moving shit out to another storage unit somewhere, probably local to wherever he is right now, as the eviction drags on. Or otherwise he's bullshitting about leaving and thinks he might can pull off the Waco siege from his lodgings with mall ninja shit.
