If Tom keeps harassing 911 dispatchers and TPD, they might throw him in there for a bit. It's happened before. The judges and psychiatrists have yet to court order him medication to my knowledge, so far. He'll get out, be less of a nuisance for a few months, then repeat his annoying behavior.

Tooter's issues are largely his personality disorders. Medication and therapy aren't as effective for that in comparison to bipolar, depression, and even schizophrenia. It can help, but the essence of his being is permenantly compromised. Geriatric Tommy is too set in his ways.
