Shit, I remember when I was growing up in my building lived a guy everyone knew was in mob. Mountain of muscles, always angry face, but never heard him doing anyone in vicinity any wrong, he just kept to himself. Got taken by coppers when I was a teenager, but not because they could pin anything on him (dunno the story there, guy didnt seem that smart, maybe cops never cared), but for nearly killing some rando at field nearby. Heard story from second hand, but apparently guys dog got run over by car and he went to field for a walk, where he normally went with his dog, and saw a guy kick his dog and without any warning he just jumped him and fucked him up to point ambulance had to come (and ambulance here comes only if you are on a brink, otherwise they wont give a shit).

Sometimes people like him are needed tho. Abusing lab puppy, same color I had as a kid. Makes me mad.

As has been discussed, there are rules and regulations around service dogs and service-dog training. The non-legalese/TLDR from the BC gubmint are:

The Rights & Responsibilities of Businesses & the Public​

The Rights of Certified Dog & Handler Teams​

Key takeaways:

• Strata bylaws and rental terms prohibiting or restricting pets apply to certified dogs-in-training
• Dog and handler teams carrying government certificates are well trained and often assessed.
• If the dog is misbehaving after you have talked with the handler, you can require them to leave.
• The Guide Dog and Service Dog Act makes it an offense to represent a dog as belonging to a guide or service dog team when it does not. A person convicted of the offense faces a fine of up to $3,000.
• The Prevention of Cruelty to Animals Act makes it an offense to interfere with or harm a guide or service dog. A conviction may result in a fine or violation ticket.
• The Guide Dog and Service Dog Act makes it an offense to represent a dog as belonging to a guide or service dog team when it does not. A person convicted of the offense faces a fine of up to $3,000.

So.... Big Jess has a dog with a "Training" vest on. Even if JJYS were certified (which is a fantasy), Strata pet rules would apply. Abuse of the animal by JJYS has been observed. If JJYS were certified, there would be paperwork to back it up. I can't find anything in the Guide Dog and Service Dog Act that requires a person claiming certification to provide proof upon request, nor can I see anything that prohibits it.

There is a complaint form online should any concerned citizens or witnesses wish to alert the authorities to any violations of the Guide Dog and Service Dog Act.
