I think if Frank was able to track Phil down in public, it would be an event that would be mildly amusing at best, and he'd probably regret wasting whatever time and resources he used to get it done.
When it comes to "fight or flight" when faced with an IRL confrontation, we all know Phil is 100 fucking percent flight. He'd head the opposite direction and either get a manager or just flee the store as quickly as he could. The most we would get out of the video would be a few frames where you could see the pants-shitting terror in Phil's eyes when actually confronted by a person IRL.

Calling the police/getting a manager would be the proper thing to do. Frank is just trying to bait people into taking a swing (or shot) at him, e.g. Boogie. Avoiding/not engaging with mentally unstable individuals is best practice.
