Probably because the internet never forgets and somebody is probably editing together the video footage of Biden mumbling just to compare to the amount of time he was coherent.
Also would you want your presidential library to be filled with videos of your brain turning to mush, future generations going "Jesus Fuck, our grandparents tortured an old man because of Trump?"
