To add on to this, as I'm someone who has been exposed to the more modern version (yes kpop ok, I'm sorry). I think they used to be more common in the 80s-90s, when more women wore skirts in general and it was imperative that one wore "pantyhose" of some type while wearing skirts. Many women used thigh highs, but you didn't actually see the tops of the hose.

TBH, I think knee high socks are hawt on guys, but that's because I'm a straight woman who likes man legs.
