Someone CAN have a mental illness AND still be responsible for his/her actions. For example, an individual might have bipolar disorder, be in a florid manic state, and be fully aware that murder is still wrong. Thus his or her actions are still known to be wrong and he or she should've done everything within his/her power to stop himself/herself. Jesus. Makes me want to go with a singular gender neutral pronoun.
