Because of the history of both movements. Feminism was undermined by the Queer movement, which posited that gender and sexuality could be whatever you want, and that eroded women's status as a protected class because group membership no longer had a hard boundary.
Blacks, meanwhile, are deeply intolerant of anything that infringes on their status as the protected racial class, and so there isn't a serious trans-racial movement. If women had been half as territorial as Black people are, transgenderism would have died as a serious movement already.
