He's just literally so stupid he's babbling like a moron. You do not want to be sending cops into situations where they are afraid for their lives. It is far preferable that they be confident when they are going in to arrest a criminal that they are able to secure the scene and arrest the criminal and then go home that night. The more afraid police are when they go into some encounter, the more likely it is someone ends up in a body bag that night.
