How are they stuck in the 1940 -60's? The premise that the entire world would collectively think "Huh, lets not improve our lives." only exists in half-assed alternate history worlds.

Scrooge McDuck is robbing them all blind and stifling economic and technological innovation to line his fortunes. Duck Fucker is in on it and encourages it because he’s racist against those dog things and it’s allows him to keep a harem of cartoon Ducks, Ponies, and teenagers.

You're never gonna get a straight answer out of him, many have tried over the past years in other places. From what I've gathered from his long posting history on German Forums in nearly a decade, WB is self-aware enough and lucid on say 9 days out of 10 but will randomly have periods due to a mix of aspergers (which explains some of his behavior, and the ducktales thing ofc) and possibly some (not always medicated) schizo-tendencies where he loses touch with reality and possibly even falsely embeds these fantasies of his as memories. I dare say he is also depressed and, as many depressed people with other complicating factors do, will periodically voluntarily give in to his fantasies.

But I feel it should be noted that Webby is not, as many cows are, insane AND amazingly unintelligent, so he can sort of veil his shakey grasp of reality (which he himself thus recognizes) as trolling, and sometimes ofc he is outright trolling, but really, there is very little difference.

I think that this uncertainty is actually what makes some of his stuff so uncomfortable to read and aside from oversharing and shitposting, it's probably why other communities have banned him.

So in other words he's smart enough to know his make believe cartoon duck girlfriend is not real but crazy enough to ignore reality and thinks he does indeed have an imaginary cartoon partner who is also a duck.

He needs medication compliance, our concern is not going to do him any lasting good.

He has had therapy and presumably meds (and might still have both) - honestly, if I had a full dox and was certain that the pic I pulled of him was 100% him, I'd probably write a little "Webby OP" thread thing to paint a better picture for everyone who doesn't want to assemble his history from the material that is strewn throughout ~15 pages. But again, he was never a complete moron so I don't think his address, full name etc. are just "out there" to find.
