This is a very old stream clip, back from the times when Destiny debated Twitter right-wingers and Twitch did not care very much about gamer words.
He is mocking people who say they do not need any studies to know something. I do not know the particular stream this came from. But, his opinion has always been that studies are important and his intonation here is derisive.
It will not stop people from using this clip as ammunition, of course. I have seen Twitter lefties repost a shoop of him on PragerU, believing he really was featured on there.
