Just a theory, if I remember right JF had a girlfriend who was over the legal age and her parents went to a judge and had her declared incompetent due to mental issues, and she could even drive. I would ask him on twitter but since its a legal question I am sure he was advised not to answer.

If she was deemed incompetent, like JF's potato, they would send the police and a social worker to pick her up, Ralph would know this because he covered JF's escapades, I wouldnt be shocked if she was staying with Digi. Which might explain why Ralph goes there on the weekends, trying to hide his prize.
