This is a direct result of the Trump Ultimatum. The only thing worse than bending backwards, would be having Trump unilaterally send them in. Best case scenario for democrats, mutually assured destruction. Worst case (Though much, much less likely), their own constituency hails the move as needed.

The only route now for them to salvage it, is to send in the troops themselves and claim credit for stopping unrest.

It's a little bit different here. The military was sent in IMMEDIATELY after Sunday nights riots. There have been protests but they've been quiet and mostly uneventful except for when the police attempt to push up. Gov. Baker is going to be claiming this as a win for Boston and its Police Force because the military is deterring people from going full jogger. It looks good on all fronts, not taking Trump's bait by sending in every state and federal force imaginable as early as possible and once they leave, BPD will get the credit, not Trump.
