They've had just enough time to prepare. The
IOC's latest guidelines on pretend women was passed in January 2016, allowing intact males to compete as women if their T-level is suppressed for a year (previously they only admit mutilated males). The catch is that they have to yell to the IOC "I am a woman!" at least 4 years prior, so time is indeed a bit tight, but hardly a problem for countries that have planned ahead.
And
it seems that the IOC wants to tighten the regulations regarding T-level for pretend women for Tokyo '20 but to no avail.

Rhys has a point. We shouldn't change the age-honored policy of prohibiting men in women sports and
then wait for research to tell us whether testosterone level has effects on sports performances.
Because a man beating up a woman is exactly the same as woman beating up another woman. Told you fairness has no place in Rhys's moral compass (if he had any)
