IIRC, there was a similar case where I'm from and the guy got off scot free, since they couldn't prove it was actually him sending the threats from the IP. But I live in an eastern European shithole, so IDK.

By "lean," Yaniv means lien. But Yaniv can't simply have his legalish letter writing service dash off a nasty note announcing a lien.

To get a lien, Yaniv would have to first win a court judgment by suing WGKitty and proving WGK had failed to pay him for goods received or work done on the condo.

So in the billet-doux above, Yaniv is saying he plans to commit perjury by lying to a court and to commit fraud by providing a court with forged documents so that he can steal money WGK doesn't owe him.

And Miriam's little criminal announces that intent in writing.
