Damn right. In the Uk, this has and is happening behind closed doors. In 2004 the GRA gender recognition act got passed quietly, mainly due to Stephen wittle and his (or her, whittle is an ftm) ‘press for change’ group and their lobbying. Now various research councils are finding PhD studentships whoch seem to have foregone conclusions and some of which are openly seeking to change policy. This creates a huge gravy train for gender studies academics and it also creates the lobbying pressure on government who can then use bullshit research to back up their policies.
Some examples: here’s a three year project to look at changing sex to gender in law and basically everything.

There’s a push in the Uk to reform the equality act, just like there is in the USA - to replace sex with gender. If that happens, the equality act, which is the ONLY act that protections women and girls, will be unworkable. Every single protection women and girl children have will be removed. This is only being talked about because hotbeds of TERFery like mumsnet have forced the issue. Women raising concerns over it have been threatened, punched, intimidated and hounded from their jobs.
Nobody is allowing public scrutiny of who these advisers are. There’s Gordon pike for example, who helped write the guidance on putting men in women’s jails - he was later done for child porn possession.

Other advisors have been Jane Faye (torture porn advocate, advocate of young teens in porn) Jess Bradley (mtf- kicked out of the NUS for flashing and a blog full of dodgy stuff about kids.) mermaids, Aimee Challenor (thread about him on here...) these people are dodgy as it gets and yet they have the ear of government. We need to be asking why.
