@Dee Price The purpose of business licenses, especially around controlled substances like alcohol or drugs, is to allow you to produce, sell, or distribute the controlled substances. If you currently lack a business license for marijuana, even doing "research" to produce a superior soil for cannabis is often illegal unless the state has specifically decriminalized production of cannabis and related paraphernalia. Due to weed's schedule 1 designation, you probably would need a license from something like the FDA to do that sort of research.
A pending license is about as useful as a pending fuck- it's illegal until you receive necessary, legal consent from the appropriate party. For weed, that is usually in the form of a state license if the state allows such things. Depending on your jurisdiction, you may have just confessed to a felony in your attempt to sound cool.
