Given that we've gone hundreds of replies since and I don't know if it's been asked / posted, what current or historical society comes closest to what you think of as "ideal" based on those 4 points and how would you improve it to perfection?

Ancient Athens, Roman Republic, England 1500-1800, early America. Possibly Florence at some periods but don't know enough about it.
