Imagine the person with a hiring decision. They have a seeming tard before them, slobbering and drooling, and maybe they could get brownie points for hiring a sped. And he even has a certificate of some sort. Maybe he could do something with it.

So they decide to check him out to see if maybe despite his appearance he has some hidden skills.

They'll soon find out that he's so incompetent that not only can he not even serve a defendant, and loses his own case because of that, but despite a clear explanation from the presiding judge as to exactly what he had to do, he appears completely incapable of understanding what is going on in his own case.

Then in another case, he shows up late to his own case and, of course, promptly loses it.

So even in cases involving him personally, he can't do the most basic things associated with them and loses them, and can't even be trusted to show up on time. The guy doesn't just look like a slobbering, drooling tard, he actually is one.
