It's a mine resistant truck (MRAP), basically a military troop and equipment carrier. Much larger and more menacing than many of the scary, banned tracked vehicles.
Seriously, this tiny thing is cute compared to those lumbering behemoths.

Its amazingly niggerish too.
Because while war vets have been proliferating throughout the LEO Dpts, and therefore theoretically people trained to use and maintain them, and theoretically many Diesel Mechanics could also repair them, there is one problem.
Those things are well known for breaking down. Of the fleet, those slapdash vehicles had the worst reputation of reliability. Even, in some cases, worse than the up armored HUMVEES. So yes, they are perfectly well designed against insurgent weapons, small arms, massive tankmurdering IEDs. And they are big and intimidating.
There is a reason fleets of these things were just abandoned in Afghanistan and Iraq. Trying to continue maintenance on these things for the next ten-twenty years would be nightmarish. Too many variants. That HUMVEE replacement by Osh Kosh, iirc? Its actually meant to be a standardized MRAP.
So what that dumb nigger did was ensure that if shit hit the fan, half the shit local pds would rely on would breakdown and be nonfunctional. Most cops cant fix that shit, and finding parts and someone who could might not be....easy.
So its big, flashy, intimidating and will fail completely when called to action.
