Not really. Just change up the order of the enemies encountered. Start with Freepals, and have them shoot arrows. Ryne's next with the low quality guns.
Add item disassembly in the inventory menu, or add it to the basic workbench function, and then it doesn't matter if your inventory is cluttered. You can always check the player's inventory predrop as well to make sure they get ammo instead of a weapon or vice versa.

Or just apply what they do to overleveled pals with weapons for level requirements, up to their requirement level they do a fraction of their damage.
